  • Overview

     

    Paragon is searching for a business process analyst with experience applying various analytical techniques to identify gaps and redundancies and recommend solutions to improve USTRANSCOM and Transportation Component business processes across the DOTMLPF-P spectrum. These analyses require consultation with different industry organizations, government organizations, agencies, and Military Departments.  The successful candidate will be able to apply knowledge of the Joint Deployment and Distribution Enterprise (JDDE) to develop recommendations and solutions to complex and unusual technical, administrative, and managerial problems.

    Responsibilities

    As a member of the Portfolio Management team:

    • Assist in business process reengineering efforts to identify, decompose and model the government’s business processes as related to strategic transportation and information technology.
    • Research and recommend industry best practices for adoption within the government environment.
    • Support developing a capabilities-based portfolio management process to integrate the government’s IT investment management activities and ensure they align with the associated operational processes.
    • Assist in the conduct, assessment, and exploration of steps needed to refine the government’s processes for capabilities-based portfolio management.
    • Document results of the analyses in Business Case Analyses, including a functional, technical, and financial assessment of alternatives and resulting recommendations.
    • Employ government methodologies, techniques, and tools to support the analyze, select, control, and evaluate steps in the government’s portfolio management process in order to design and implement new and improved IT investment strategies and management methods or techniques.
    • As a team lead, consult with the customer to ensure conformity to contractual obligations, establish and maintain technical and financial progress reports, and ensure efficient use of personnel.

    Qualifications

    • Bachelors degree plus 9 years of relevant experience.
    • Experience with USTRANSCOM and component command deployment and distribution mission.
    • Experience with business process management and reengineering, preferably in DoD organizations.
    • Demonstrate exceptional analytical skill.
    • Demonstrate a methodical approach to work activities.
    • Able to work under pressure and handle multiple, parallel projects.
    • Superior organizational skills, detail oriented.
    • Excellent communication and interpersonal skills, and the ability to work well with all levels of management, staff, and executive teams.
    • Communicate (verbal and written) effectively with teams, peers, and management.
    • Proactive and able to accomplish tasks independently, without significant supervision.
    • Demonstrated ability to identify/anticipate needs and proactively provide support.
    • High proficiency in Microsoft Office (including Outlook, Word, Excel and PowerPoint) is required.
    • Able to obtain Secret clearance

    Desired Experience includes:

    • Project Management Professional (PMP).
    • IT portfolio management and capital planning and investment control.
    • Understanding of Lean Six Sigma principles; certification a plus.
