Responsibilities

  • Provide support in accomplishing the Phases and Key Tasks of the FIAR Methodology as outlined in the latest FIAR Guidance provided by OSD as a Service Provider and for each predefined assessable unit identified through the Discovery Phase.
  • Assist the government in performance of efficient and effective Discovery, Corrective Action, Evaluation, and Assertion Phases identified in FIAR Guidance for each assessable unit.
  • Develop a complete audit readiness plan, develop process flows, define controls, design test scripts, and determine remediation measures as a Service Provider which accurately accounts for the material amounts on Statement of Budgetary Resources (SBR).
  • Review all Service Provider billing processes supporting military services and agencies.
  • Maintain documentation which include system and process flow documentation, risk analysis, control analysis, internal control testing, and evaluation of testing, and Corrective Action Plan (CAP) including documentation of manual workarounds and compensating controls involved in the development of these packages.
  • Provide data, analysis and support to the Subject Matter Experts to develop and sustain various assessable unit assertion packages compliant with OUSD(C) direction and the latest FIAR guidance.
  • Assertion on material accounts payable’s (A/P), accrued liabilities accounts, material Accounts Receivable’s, material property, plant and equipment, material capital accounts and other material United States Standard General Ledger (USSGL) accounts, Statement of Budgetary Resources.
  • Work with applicable Government personnel to recommend executable corrective actions to meet assertion milestones. In those cases where executable corrective action is not deemed possible, notify the Functional Owner/COR of any actions that may delay/preclude assertion, with recommended resource/timeline requirements.
  • Provide support in documenting and assessing Components compliance in achieving and maintaining an audit ready state for information systems identified in the FIAR assertion process.

Qualifications

In addition to the labor category requirement:

  • Four year degree in related field.
  • Working Capital Fund experience is highly desired.
  • Strong ability to lead/drive workstreams.
  • Strong knowledge of accounting and experience with financial statement audits.
  • Experience with IT controls/auditing required.
  • Must be a US Citizen. 

Active DoD Security Clearance is Reqired.
