    Experience with and evidence of: Successful Small Business Development Campaign Planning, Small Business Planning for Business Development Success, Motivated to solve client problems, High Energy Level, Meeting and Exceeding Goals, Works well independently, Alliant Small Business experience preferred.


    Essential Duties and Responsibilities 

    • Leads capture efforts for small business contracts, to include developing overall capture strategies, managing teams of seller-doers, organizing all efforts for maximum efficiency, and maintaining momentum and priorities. 
    • Creates processes and utilizes tools to most efficiently organize, track, and communicate capture efforts across the company.
    • Performs and/or leads research efforts to build a deep capture pipeline and continually prioritizes efforts to maximize return.
    • Takes ownership of specific task order capture opportunities. For those efforts, performs outreach to build teams, manages NDA and Teaming Agreement communications (with help of in-house team), and serves as a Capture Manager during the RFP response stage by leading the proposal team in the development of a winning proposal, with specific help in the development of win themes and in presenting a clear understanding of the customer.
    • This is a high-contact position, and the candidate must be adept and comfortable with phone, email and in-person contacts with government customers, contracting offices, IDIQ and GWAC      program offices and partners.
    • The candidate will develop call plans to engage on leads and opportunities and track contacts and their relationships in a CRM.
    • The candidate will identify and participate in government and industry meetings, events and other opportunities for direct, face-to-face engagement.
    • The candidate will be professional, organized, and persuasive.
    • Support business development in identifying potential opportunities. 
    • Lead the effort to market Paragon’s Alliant 2 SB GWAC vehicle and maximize revenue from Task Orders. 
    • Review RFP/RFQ to provide advice for teaming strategies.
    • Prepare Executive level reports and briefings on status of GWAC contract spend data and task order awards. 
    • Participate in conferences, trade shows and other outreach activities in support of the GWAC program.
    • Development of detailed project plan, budget, and task management to achieve project objectives.



    • Must have experience capturing accounts, forming teams, and growing business with the Federal government. 
    • Must be driven to work under short (less than 24 hours), hard deadlines for capture efforts.
    • Have experience in managing capture efforts for large IDIQ contracts, such as GSA Alliant SB.
    • Have knowledge of the delivery, pricing, and proposal aspects of the consulting business, for a holistic approach to capture management.
    • Be an expert negotiator and decision-maker with sound judgment.
    • Have experience serving as a Capture Manager during the proposal response stage to win strategic, competitive bids with Government or business customers.
    • Must have exceptional leadership, management, organizational, and time-management skills.
    • Must have excellent written and verbal communication skills. 


    • Bachelor's or Master's degree in Management, Engineering, Marketing, or a related field. 


    Develop an executable campaign plan to fully exploit Paragon’s anticipated prime position on the Alliant 2 Small Business vehicle to include the following:

    • Rapidly learn Paragon’s capabilities.
    • Identify likely A2SB Task Orders/ opportunities that could become candidates for pursuit.
    • Develop A2SB marketing plan.
    • Develop a list of desired team members for each pursuit.
    • Develop a call plan for each pursuit


    • Assesses opportunity for reality (Pgo) and company’s potential to win (Pwin).
    • Determine desired resources required for pursuit.
    • Institute and use a “price to win” process.
    • Develop negotiating strategies and positions by studying integration of new ventures with company strategies and operations; examining risks and potentials; estimating client’s/partners' needs and goals.
